Job Description

Talascend is currently seeking a Clerk of Works for a contract opportunity in London.



Principal Accountabilities:

· The Clerk of Works will undertake duties on behalf of the Design/Construction Manager in the Cycle Hire team, keeping a diary of what is happening on each site, with notes and photographs taken during site visits. This information will be accessed through the site delivery plan maintained by my Client.

· The Clerk of Works will check compliance with drawings and specifications for materials along with workmanship and site management, making decisions on any minor matters and reporting back to the Design/Construction Manager or designated representative within the Cycle Hire team as necessary for more major decisions.



Responsibilities include but are not limited to:

· Undertake checks of setting out on site – to ensure the site is properly located in accordance with the planning permission, and that the site accords with the traffic management and site safety plans provided.

· Undertake checks during excavation – to ensure the manner and method of excavation complies with the planning permission, required standards and guidelines.

· Undertake checks during construction of BCH structures, mainly foundations and backfill – to ensure compliance with designs, planning permission and relevant standards.

· Undertake checks during surface reinstatement to ensure that surfaces are reinstated in accordance with relevant standards and local requirements.

· Undertake checks on completion of construction and surface reinstatement to ensure compliance with relevant standards and local requirements and that the relevant authorities’. Preparing a snagging list if necessary.

· Ensure that works are carried out in accordance with statutory and local requirements, best practice and commitments made by my Client to protect the environment. This includes adhering to the planning permission, in particular, the Arboriculture Implications, the Assessment, the Archaeological Impacts Assessment and working near sites of conservation importance.

· Ensure compliance with planning conditions and consents.

· Ensure compliance with the Contractor’s Environmental Management plan(s), with planning permissions, including conditions and other consents as applicable, including Flood Defence Consent.

· Liaison with named environmental professionals within relevant authorities, e.g. Tree officers, Conservation officers, Environmental Health Officers.

· Assess site packs as necessary.



Knowledge, Skill & Experience:

· British Standard BS 5837:2005, Trees in relation to construction (essential)

· National Joint Utilities Group’s advice, including Guidelines for the Planning, Installation and Maintenance of Utility Apparatus in Proximity to Trees. Volume 4 (essential)

· New Roads and Streetworks Act 1991 – including Specification for the Reinstatement of Openings in Highways (essential)

· Streetscape Guidance for the TfL Road Network (TfL, Jan 2009) and equivalent Borough documents (desirable)

· Design Manual for Roads and Bridges (DMRB) (desirable)

· Traffic Signs Regulations and General Regulations 2002, Chapter 8 (essential)

· London Best Practice Guidance: The control of dust and emissions from construction and demolition (GLA & London Councils, Nov 2006) (desirable)

· Control of Substances Hazardous to Health (COSHH) regulations (essential)



Skills (all essential):

· Highways Authority and Utilities Committee (HAUC), New Roads & Street Works Act, Supervision Qualified

· Construction Skills Certification Scheme (CSCS) Safety Certificate

· Computer literacy

· Good oral and written communication skills

· Good negotiating skills

· Ability to maintain detailed records in a timely fashion

· Ability to work in a team environment

· Willingness to work outside normal office hours where necessary



Experience (all essential):

· Proven experience of CDM 2007

· Experience in a similar role supervising the installation of street furniture and ducting in projects in urban areas

· Proven experience in Health and Safety at Work Regulations

· Prior responsibility for supervising the requirements of New Roads and Street Works Act (NRSWA) Code of Practice Safety at Street Works and Road Works
